New York’s ebike laws are evolving to support the growing number of families and businesses trading four wheels for two. In New York City, Class 1 and Class 2 ebikes are fully legalized, providing pedal-assist or throttle support up to 20 mph—perfect for navigating school runs and grocery trips. While Class 3 ebikes (capable of higher speeds) are permitted in the state, they face specific restrictions within the five boroughs.

The Urban Arrow Safety Standard
With an increased focus on battery safety in New York City and State, new laws now require retailers to meet rigorous certification standards. The great news for Urban Arrow riders is that our e-bikes are designed and tested to the highest safety levels.
Our drive systems are compliant with UL 2849, and our batteries meet the UL 2271 safety standards. Depending on the model, these systems are certified as a whole or as individual high-quality components—such as our Bosch eBike Systems—tested by accredited third-party laboratories like ACT-Lab and Intertek.

eBike rules of the road
In New York State, Class 1 and Class 2 ebikes are standard.
Class 1: Provides assistance only when you pedal, stopping at 20 mph. (Standard for most Urban Arrow Family models).
Class 2: Features a throttle that can propel the bike without pedaling, also limited to 20 mph.
eBike requirements
You do not need a driver’s license, registration, or DMV insurance to operate an Urban Arrow in NYC. Unlike mopeds, our cargo bikes are treated as bicycles, giving you the freedom of the bike lane without the red tape.
Helmets & age restrictions
New York City requires helmets for all "working cyclists" (such as cargo delivery riders) and riders aged 16 and 17. However, because Urban Arrow prioritizes family safety, we recommend helmets for all pilots and passengers, regardless of age or legal requirements.

Electric cargo bike laws for trails
Local: Consult your local New York land management agency for specific cargo bike or ebike trail access.
State: The NY State Office of Parks & Recreation classifies ebikes as motorized vehicles on certain designated trails. Note that heavy cargo bikes may have specific path restrictions.
Federal: On federal lands managed for recreation in NY, ebikes are generally permitted on motorized-access trails.

New York retail & battery safety laws
As of late 2024 and early 2025, New York has implemented strict transparency laws for ebike sales:
NYC Local Law 49 & 50: Retailers must only sell certified lithium-ion batteries and clearly display safety documentation.
NY State Bill S7760A: Requires all chargers to have a red "unplug when not in use" tag.
